NEW YORK ? Consumer confidence rebounded to its highest level in more than a year in March as optimism about jobs and income overcame higher prices at the gasoline pump, said a survey released on Friday.
The Thomson Reuters/University of Michigan's final March reading for the overall consumer sentiment index rose to 76.2, the highest since February 2011, from 75.3 in February.
The final March figure rose from a preliminary reading of 74.3 and was above economists' median forecasts of 74.7.
"Consumer confidence edged upward as more favorable income and job trends offset rising gas prices," survey director Richard Curtin said in a statement.
The barometer of current economic conditions ended at 86.0 in March, also the highest level since February 2011. This improved on the preliminary reading of 84.2 and February's 83.0. Analysts had predicted a reading of 84.5.
The gauge of consumer expectations was 69.8 at the end of March, above the preliminary reading of 68.0 but below February's 70.3. Analysts had expected no change for the index from the preliminary figure.
The survey's one-year inflation expectation dipped to 3.9 percent from 4.0 percent in early March. It still ended the month at its highest level since last May and up from 3.3 percent in February.
The survey's five-to-10-year inflation outlook held steady at 3.0 percent versus early March. It was up from 2.9 percent in February.

ST. JOHNSBURY, Vt. (AP) ? A Vermont snowplow driver who wanted to "get a girl" was accused Wednesday along with his wife of luring a popular prep school teacher from her home by pretending their vehicle had broken down, beating and strangling her, stripping her body naked and throwing it into the Connecticut River.
Allen Prue, 30, and Patricia Prue, 33, of Waterford, pleaded not guilty to second-degree murder in the death of Melissa Jenkins, whose SUV was found idling along a remote road near her St. Johnsbury home on Sunday with her unharmed 2-year-old inside.
Police said Allen Prue was riding around on Sunday with his wife when he got the idea "to get a girl," the affidavit said. "They didn't plan to get one forcefully," the police affidavit said.
Police gave no further details on a possible motive in the death of the 33-year-old teacher at the prestigious St. Johnsbury Academy. The Prues were ordered held without bail, and police said more charges were possible.
"They knew Miss Jenkins and had snowplowed her driveway a couple of years ago," Vermont State Police Maj. Ed Ledo said at a news conference announcing the arrests.
A friend told police that Allen Prue had asked Jenkins out a couple of times and that she felt uncomfortable around him, according to the documents. She stopped having him plow, and in autumn 2011 he showed up drunk at her home asking if he could plow her driveway the following year.
After the court appearance, Allen Prue's mother, Donna Prue, said that her son has never been in trouble with the law before and that she has faith he didn't commit the crime.
"I do not believe he would ever do this, because he didn't have it in him. I have nothing against her (Patricia); I don't have nothing bad to say about either one," said Donna Prue, who lives with the couple and her daughter. She said she did not know Jenkins.
Patricia Prue's first husband, Jeffry Witkoff, 38, of Littleton, Colo., said the news was shocking.
"If somebody told me she's a murderer, that's nothing that would pop into her head. When I knew her she did a have history of mental issues, for anxiety and depression and social anxiety," he said. They were legally separated in 2007 and divorced in 2009, he said.
Police were called Sunday night after Jenkins' son was found alone in her vehicle.
Her former boyfriend told police she called him saying that she had gotten a weird call from a couple who used to plow her driveway and that she was going to help them. She wanted someone to know what she was doing, the documents say.
When he couldn't reach her two hours later, he went to check on her. He told police he found her vehicle, with her son sleeping in it, and one of her shoes nearby.
Allen Prue later told police that Patricia Prue called Jenkins and told her they had broken down near her home.
The death of the well-loved science teacher at St. Johnsbury Academy, once attended by President Calvin Coolidge, reverberated through the town of 6,200 in northeastern Vermont about 40 miles south of the Canadian border.
Ledo said he hoped the arrests would bring closure for Jenkins' family and friends.
"We can now turn our full attention to healing from this tragic loss, celebrating Melissa's life and mourning her death," said Joe Healy, a spokesman for St. Johnsbury Academy.
The court documents describe the encounter this way:
When the 33-year-old Jenkins got out of her vehicle, Allen Prue grabbed her and strangled her. He said his wife was outside helping him but didn't know what she was doing. He then put the body in the backseat of their car, and they drove to their home. At some point, Patricia Prue choked Jenkins in the car "to ensure she wasn't breathing."
Back at their home, he put Jenkins' body on a tarp, removed her clothes and poured bleach on her body. The Prues also removed their clothes and put them on the tarp.
They then drove to a boat access at the Connecticut River, which separates Vermont from New Hampshire, and put Jenkins' body in the water, weighing it down with cinder blocks and concealing it with brush.
They threw a prepaid cellphone that Patricia had used to call Jenkins into the water near Moore Dam and took the tarp and the clothes to New Hampshire where they burned them.
Jenkins' body was found in shallow water of the river with her feet tied and severe bruising indicating a severe beating before her death, the affidavit said.
Police say condoms and wrappers were found near the body.

The 2011 FISMA report is out, and I commend it to you ? it?s actually interesting reading.? OMB and DHS are to be commended for their sustained efforts to drive agencies to improve their security performance by pushing them towards continuous monitoring.? After all, it?s a truism in IT security and everywhere else that ?you get what you measure,? and therefore, having agencies demonstrate that they are measuring assets, vulnerabilities and configurations on a monthly basis should be a good thing.? Section 4 of the report shows a dramatic improvement in agencies? adoption of continuous monitoring as measured, in part, by their ability to submit an automated feed to CyberScope.?

But, the report raises more questions than it answers, to my mind.? Some of the agencies that have been widely recognized by peers for the effectiveness of their continuous monitoring programs in reducing organizational risk show very poorly in this report.? ?For example the State Department and USAID, both of which have created exemplary, award-winning risk remediation programs on a foundation of strong continuous monitoring, are called out for not submitting Cyberscope data (Figure 4, p.19); and State is near the bottom in terms of their scanning coverage (Figure 5, p.21).? And yet other agencies ? some that are in the headlines all the time with security lapses, and are in the absolute bottom in terms of IT security spending (Figure 16, p.33)-- are posting 95 or 100% coverage.?

Continuous monitoring is only valuable to the degree that it provides the necessary foundation for a program of proactive asset management, risk reduction, and improvement in configuration compliance.? Imagine a program to improve children?s educational performance by conducting a day-long standardized test every month.? Results are immediately posted to the State School Board, but may or may not be available to the teachers and students.? Would you measure the success of such a program by counting how many schools were able to submit 100% of test results?? Of course not ? such a program might be valuable, but only to the degree that the information can be used to improve instruction in the classroom.? ????

But it doesn?t yet tell us whether continuous monitoring is achieving the desired effects, or even whether the results of the monitoring are being fed back to the people on the ground who can act on the findings.? OMB needs to peel this onion a little further and show us what those scores are based on.? Let?s hope that these 100% implementations of continuous monitoring aren?t like the standardized test example ? using up limited time and resources to achieve compliance to a reporting standard ? but not actually contributing to security.?

Do not blame teachers for their students? behavioral problems. The fault lies with irresponsible parents argues the latest ?Blackboard Jungle?-type social issue drama. Yet perhaps some kids are just soulless punks, who need a sub like Tom Berenger in the unabashedly politically incorrect ?The Substitute.? What they get instead is Adrien Brody in Tony Kaye?s ?Detachment.?
Henry Barthes is the long reliever of substitute teachers. He can come in for an extended stretch and then leave with no emotional attachments holding him back. He is not a terrible guy. In fact, he seems to care about his addled grandfather?s well-being. At least he is interested enough to bully the nursing staff whenever he feels necessary. However, his students are another matter entirely, particularly at his new school.

All his fellow faculty members feel downtrodden, and the cynical board is scapegoating the principal. Yet, somehow Barthes makes an impression on students by keeping his cool, except, of course, when he talks about ?No Child Left Behind? (NCLB).
\>");?Detachment? is an overstuffed traffic jam of a movie, but some of the conflicting parts are quite good. Every member of the all-star ensemble gets their solo spotlight and most of them nail it. It sounds highly unlikely, but James Caan and Lucy Liu have a particularly moving moment of consolation together.
Frankly, ?Detachment? might have worked better as a theater piece, stitching together dramatic monologues. Structurally, it is better suited to such an approach, using sociological interviews with Barthes as the narrative framing device.
We understand Kaye likes teachers. That is all well and good. However, his diatribes against NCLB are a bit off point.
Without question, Barthes is the sort of sad-sack character Brody was born to play. Indeed, his morose screen persona works well in this context. Nearly everyone has memorable moments in the film, but they are often not given adequate space to breathe. Strangely too cute around the margins, ?Detachment? earns a fair measure of respect but never really pulls it all together. It opens this Friday (March 16) in New York at the Village East.

This study explores cross-cultural adaptation experience of Chinese engineering students in the U.S. I interact with 10 Chinese doctoral students in engineering from a public research university through in-depth interviews to describe 1) their perceptions of and responses to key challenges they encountered in graduate school, 2) their perspectives on the challenges that stem from cross-cultural differences, and 3) their conceptualization of cross-cultural adaptation in the context of graduate school. My findings reveal that the major challenges participants encounter during graduate school are academic issues related to cultural differences and difficulties of crossing cultural boundaries and integrating into the university community. These challenges include finding motivation for doctoral study, becoming an independent learner, building a close relationship with faculty, interacting and forming relationships with American people, and gaining social recognition and support. The engineering students in this study believe they are less successful in their social integration than they are in accomplishing academic goals, mainly because of their preoccupation with academics, language barriers and cultural differences. The presence of a large Chinese student community on campus has provided a sense of community and social support for these students, but it also contributes to diminishing their willingness and opportunities to interact with people of different cultural backgrounds. Depending on their needs and purposes, they have different insights into the meaning of cross-cultural adaptation and therefore, and choose different paths to establish themselves in a new environment. Overall, they agree that cross-cultural adaptation involves a process of re-establishing themselves in new academic, social, and cultural communities, and adaptation is necessary for their personal and professional advancement in the U.S. They also acknowledge that encountering and adjusting to cross-cultural challenges allow them to grow as a person and develop a new sense of self and identity, and negotiating cultural differences help them gain a deeper understanding of their own and other cultures. These findings offer insights into understanding the interconnections among international students academic life, socialization, and cross-cultural adaptation.
