VIENNA (AP) ? The U.N. atomic agency has found evidence at an underground bunker in Iran that could mean the country has moved closer to producing the uranium threshold needed to arm nuclear missiles, diplomats said Friday.

The International Atomic Energy Agency has found traces of uranium enriched up to 27 percent at the Fordo enrichment plant in central Iran, the diplomats told The Associated Press.

That is still substantially below the 90-percent level needed to make the fissile core of nuclear arms. But it is above Iran's highest-known enrichment grade, which is close to 20 percent, and which already can be turned into weapons-grade material much more quickly than the Islamic Republic's main stockpile, which can only be used for fuel at around 3.5 percent.

The diplomats ? who demanded anonymity because their information is privileged ? said the find did not necessarily mean that Iran was covertly raising its enrichment threshold toward weapons-grade level. They said the centrifuges that produce enriched uranium could have over-enriched at the start as technicians adjusted their output ? an assessment shared by nonproliferation expert David Albright.

Albright, whose Washington-based Institute for Science and International Security looks for signs of proliferation, said a new configuration at Fordo means its tends to "overshoot 20 percent" at the start.

"Nonetheless, embarrassing for Iran," he wrote in an email to the AP.

"However, significant differences remain. Nonetheless, we do agree on the need for further discussion to expand that common ground."

But in Washington, Secretary of State Hillary Rodham Clinton said significant differences remain between the two sides and that it's now up to Iran "to close the gaps."

"Iran now has the choice to make: Will it meet its international obligations and give the world confidence about its intentions or not?" Clinton said.

The diplomats who spoke to the AP said a confidential IAEA report on Iran's nuclear program to be released later Friday to the agency's 35-nation board will mention of the traces of 27-percent enrichment found at Fordo.

Iran already has around 700 centrifuges churning out 20-percent enriched uranium at Fordo. The diplomats said the report will also note that ? while Iran has set up around 350 more centrifuges since late last year at the site ? these machines are not enriching.

One letter writer to NOW magazine, a Toronto alternative weekly, has forever stood out in my?mind, with the commenter blasting Bryant and the automobile as being some kind of?hierarchical, top-down individualistic mode of transportation (I couldn?t find the letter, so this is paraphrasing) while praising the bicycle as a grassroots form of transportation that is accessible to all.

The above quote suggests that opposition to cars has moved beyond mere environmental concerns into something more ideological. As a downtown resident, I can understand the desire for less smog, less traffic congestion and more pedestrian friendly streets and public spaces. These are what ultimately created the vibrant, bustling urban cores and livable communities (pardon me ? I hate that word, but it really is appropriate) that make cities great. I feel that public transit is also a necessary?ingredient?to this mixture, having seen first hand the nightmare that comes with inadequate infrastructure and a?sub-par?public transit system.

Livery-service Town Cars, yellow Crown Vic taxis, motorcycles, luxury SUVs and even supercars all shared the road in Manhattan, where owning a car is apparently both pass???and a pain in the ass.

I don?t think it would be fair to blame our current crop of urban planners. If anything, the faculty, doubtlessly hailing from the Boomer generation and desperately clinging on the outdated, asinine ?critical? theories and ?radical? dogma are likely spurring something as, well, vindictive as banning EV charging stations. I agree that a more walkable and transit-accessible city is always a good thing, but that should have no bearing on the presence of the automobile. My experiences with EVs have all been positive, and having a charging station near my office makes things a lot easier ? but my neighborhood at home was built before WWII, when garages and outdoor electrical outlets weren?t commonplace. A community initiative to install EV chargers for example, would save me from having to run a 30 foot cord from my driveway to my dryer outlet in the basement.

We?ve seen time and time again how these kinds of social engineering initiatives pan out. The bigger worry is that the opposition to the automobile has?crystallized?into something more visceral, more ideological and more rigid. It?s in danger of becoming a moral stance akin to one?s position on abortion or same-sex marriage. If you've read this blog at all over the last two months, you know we adopted a dog (Roofus) from a local Humane Society Shelter. ?I was actually not too excited about adopting a shelter dog - I was leaning more toward buying a puppy from a breeder. ?I mistakenly thought that all of the dogs in shelters were either very old or problem dogs.


I couldn't have been more wrong!


Not only did we get an exceptionally loving and calm (as in really mellow) sweet dog under two years old, he came already potty trained and knowing a lot of basic commands such as sit and stay. ?Most of the other dogs in the shelter were puppies (so there goes that idea of old dogs - I think we only saw one or two over 4 years old) and none would be described as "problem" dogs. Our shelter even color codes them by personality so that you can get a dog that best matches your family's style.


I've always know the issues surrounding puppy mills and would never buy a dog from a pet store, but since our shelter experience, I have really come to respect what a wonderful service our local?Humane?Society Shelters offer. ?LJ has already announced that he'd like to volunteer there when he is old enough to be a dog walker.


When LJ and I were given the?opportunity?to donate some Del Monte dog treats to a worthy cause, we knew right away we wanted to give them to the shelter where we got Roofus. ?We were able to look up what they needed on their wish list and saw they were in need of treats for training and rewards. ?No wonder Roofus has such a love of Pup-Peroni, Milo's Homestyle Treats, and Milkbone treats - that what he got at the shelter!


LJ and I headed?off to Walmart to pick up some supplies?to donate to the shelter together.

LJ very carefully picked out the varieties of Pup-Peroni he thought the dogs would like best.

The Milo's Homestyle Treats stumped him a bit since there were so many difference choices!

He wound up grabbing one of each!

I had really wanted to make a nice cute gift basket, but we were able to get so many treats with Walmart's low prices that they wouldn't fit in the basket. Add in the two bags of dog food and we needed a box!!

The shelter we were headed to is about 40 minutes away, so we all loaded into the car and set off for our road trip.

We were so impressed that the ladies at the shelter remembered Roofus. ?

They were so happy to see him doing well!

It was a good thing that this little guy was already spoken for - LJ and I were both tempted to bring him home with us!!

I encourage you to look at your local shelter before purchasing a dog or puppy from somewhere else. There are so many beautiful, loving dogs who need a good home. If you are able to support your local shelter with a cash or goods donation, they will be most grateful for any help they receive!

If you are on a tighter budget, consider buying appliances without some of the bells and whistles or choosing the appliance that is the most important to you and splurging on that one.

?On May 11, 2012, the U.S. Office of Personnel Management (OPM) released the final regulations governing the Pathways Programs.??

The regulations are the result of an executive order issued by President Barack Obama in December 2010?to design programs that streamline the federal government hiring process, and increase the number of students and recent graduates hired by the Federal Government.??

In his executive order, the president cited the enthusiasm, talents, and unique perspectives of those groups, along with the disadvantages students face in the normal competitive federal hiring process and the imperative to build a work force representative of society as reasons for the creation of the Pathways Programs.??

Agencies are expected to implement the regulations by July 10, 2012.?

What can we, as career services professionals, expect from the implementation of these programs? Since students from a wide variety of educational backgrounds and programs will be able to benefit from these programs, we?ll find a relevant Pathways Program, whether we?re working with high school students, undergraduates, graduate students, or alumni.??

The Pathways Programs will consist of three different programs?the Internship Program, the Recent Graduates Program, and the??

Following are details about the programs and ?need-to-know? information about each for career services professionals:

1. The Internship Program?The Internship Program will replace the Student Education Employment Program (SEEP) by consolidating the Student Career Experience Program (SCEP) and the Student Temporary Employment Program (STEP). SCEP and STEP are still in existence, and agencies have been encouraged to continue using these programs until the Internship Program officially replaces them.

What you need to know about the Internship Program:?? ?

• The Internship Program is for students in?
• High schools
• Community colleges,
• Four-year colleges,
• Trade schools,
• Career and technical education programs, and
• Other qualifying educational institutions and programs.?
• Opportunities are meant to be paid, and the pay scale will depend on the qualifications of the student.
• The work is meant to be meaningful and developmental.
• Upon successful completion of the Internship Program (640 hours), the intern may be converted, noncompetitively, to a permanent or one- to four-year term appointment position. This mirrors the way the private sector handles internship programs, i.e., as a recruiting tool and a ?test run.? Six hundred and forty hours is a lot of hours, especially if a student is trying to complete it as a summer internship as it is the equivalent of 16 weeks of full-time work. The ability to get credit or waive up to 320 of those hours under certain conditions makes this program more manageable for a wide variety of students.
• Your students will search for and apply for these positions through www.usajobs.gov. They should use the keywords ?Internship Program? because any agency that advertises a position in this program will have to use these words, e.g., ?Treasury Internship Program.??

2. The Recent Graduates Program?This program targets individuals who have recently graduated (within 2 years) from qualifying educational institutions or programs. Successful applicants will be placed in a two-year career development program and are eligible for conversion, noncompetitively, to a permanent or one- or four- year term appointment position after just one year.??

The Recent Graduates Program will be administered at the agency level. In my opinion, this is the highlight of the Pathways Programs. Internship possibilities existed previously, as did the Presidential Management Fellows Program, but this program is new; it covers a wide variety of students, and should really level the playing field for students trying to enter the federal work force.?

What you need to know about the Recent Graduates Program:??

• The Recent Graduates Program is for those who, after December 27, 2012, received an
  • Associates,
  • Bachelor?s,
  • Master?s,
  • Professional,
  • Doctorate,
  • Vocational or technical degrees, or
  • Certificate.
  ?
• The Recent Graduates Program caps starting salaries at the GS-9 level (unless the position is in a STEM field).
• This is a two-year program, and a recent graduate is eligible for non-competitive conversion after successfully completing one year in the program.
• Your alumni will search for and apply for these positions through www.usajobs.gov. They should use the keywords ?Recent Graduates Program? because any agency that advertises a position in this program will have to use these words, e.g., ?Treasury Recent Graduates Program.?

3. The Presidential Management Fellows (PMF) Program?This program is not new, but the new regulations make it more accessible to more candidates. The PMF program has been in existence since 2003 and was previously called ?the PMI program.???

The PMF program is the federal government?s premier leadership program, preparing students who have an advanced degree for positions with the Senior Executive Service. PMF is a two-year program in which fellows are eligible to be converted, noncompetitively, to permanent positions after successful completion of the program. The regulations eliminated the school nomination process and allow for students within two years of graduation from an advanced degree program the opportunity to apply.???

What you need to know about the PMF Program:??

• The PMF program is open only to students and recent graduates who have or are near completion of advanced degrees (Ph.D., J.D., and master?s).
• This program is highly competitive. According to the PMF website, for the years 2010-12 between 10 and 14 percent of those who applied became finalists.
• The PMF application process has multiple steps, including application, online assessment, in-person assessment, and a job fair. The entire process takes months to complete.
• Fellows will enter the government at the GS-9, GS-11, or GS-12 level, and experience rapid promotion through this program.
