Livestock virus prompts UK fears

A disease which has caused birth defects and miscarriages in livestock has been found on 74 farms in England.

The Schmallenberg infection has been diagnosed five times in cattle and 69 times in sheep, Defra officials said.

But the National Farmers' Union warned cases of the virus, which first emerged in the Netherlands and Germany last year, were being "under-reported".

Humans are thought to be unaffected by the virus, which is thought to be spread by midges, mosquitoes and ticks.

In England, the disease has now been identified on the Isle of Wight and in Wiltshire, West Berkshire and Gloucestershire.

This is in addition to farms in Norfolk, Suffolk, Essex, Kent, East and West Sussex, Hertfordshire, Surrey, Hampshire and Cornwall, which have previously identified cases.

The Department for Environment, Food and Rural Affairs said it suspected livestock may have got the virus from infected midges blown across the Channel from affected areas in Europe.

'An unknown'

None of the affected farms have imported animals during 2011 from the affected areas in mainland Europe.

The impact of the disease on the UK sheep flock should become clear over the next two weeks as the lambing season reaches its peak.

The UK's chief veterinary officer, Nigel Gibbens, said farmers and vets had been "very good about reporting the disease".

Defra had received 150 reports of the virus but only 74 of those had proven positive, he said.

"Farmers are rightly concerned but no there is no panic at all," he told the BBC News Channel.

Peter Kendall, president the NFU, told the BBC News Channel that some farms had reported losses of up to a quarter of their lambs.

East Sussex farmer Frank Langrish, an NFU spokesman, warned there was "huge under-reporting" of cases of the virus.

"We had a meeting last week about the virus and all the farmers there had seen cases but only about one in five had actually bothered to report it," he said.

"The number of cases the Animal Health and Veterinary Laboratories Agency (is reporting) are way under what is happening on the ground."

Ian Johnson, spokesman for the south-west England branch of the National Farmers' Union, said farmers were worried about the disease.

"Nobody knows much about the virus and nobody knows the extent to which it may have spread," he said.

"That will manifest at peak lambing time in March and April."

He said the risk should be kept in context - last year in south-west England 25,000 cattle had to be slaughtered because of Bovine TB, he said, while so far less than 100 cases of Schmallenberg have been reported.

'Slowly creeping'

But he added "the problem is, it's an unknown", and went on: "Potentially, it could be extremely serious depending on how widespread it is."

Mr Johnson urged farmers who suspect their livestock might be affected to report it despite the virus not being classified as a "notifiable disease".

"We need to keep farmers aware and keep them reporting it so that we can see the extent of it," he said.

David Willison, who keeps sheep and Jersey cattle at Cinderbarrow Farm in Cumbria, told BBC Radio 4's Farming Today programme he was concerned about the virus and was waiting to see what would happen, despite his farm being in north-west England, far from the farms where the virus has been reported.

He said the fact that the disease was new made it difficult to predict its spread, adding that the latest information suggested the virus was "slowly creeping" further north in the country.

Phil Stocker, chief executive of the National Sheep Association, said there was currently no compensation for farmers whose animals suffer from the disease.

Since it was a relatively new affliction, they would not be insured against it, making it a "direct hit" on the farmer's pocket, he said.

Price rise

He told the programme: "The costs of keeping a ewe right the way through the year to produce one lamb have been undertaken by the farmer, and if the lamb is born dead through Schmallenberg really the loss is the value of the lamb that would be sold.

"At the moment, that would be anywhere between ?80 and ?95 a head."

A Defra spokesman said: "As everyone connected with the livestock industry has been expecting, the number of cases of Schmallenberg has increased as lambing and calving begin to gather pace.

"As farmers, vets, and governments continue to gather information about the progress and effects of this disease, it's vital that farmers continue to report any suspicions they have as soon as possible.

"The European Centre for Disease Prevention and Control says it is unlikely Schmallenberg virus would cause disease in humans."

Professor Peter Mertens, of the Institute for Animal Health, said the production of a vaccine to combat the disease was "a couple of years away" if normal rules were followed.

"But there are shortcuts which wouldn't reduce the safety of a vaccine but would allow a vaccine to come to the market in perhaps six months, without rigorously checking that it achieved all of the efficacy milestones that perhaps would be normally needed," he told the BBC News Channel.

There are backpacking trips that included rain, snow, lightning, rockslides, altitude sickness, and twenty-mile days ? all in a summer weekend. Wilderness trips can be dangerous, but you can make then less so, by having the following ten essentials in your backpack.

Foot care. Moleskin and maybe a pin is what your first aid kit will need to treat blisters. It?s important for your feet to be well cared for when you are hiking miles from the nearest road.

Water purification. Even though a filter works, they tend to clog and break so often that you should have a small bottle of iodine tablets or other water purification as back up.

Rainwear. Hypothermia is considered as one of the biggest killers in the woods and it often starts when you get wet. Try to stay dry.

Shelter. This can either be a sack, a tent, or a tarp. But you need to be sure how you should use it.

Sleeping bag. Even though down bags are warmest for their weight, you need to be sure that you know how to keep it dry or bring a synthetic bag.

Specific trip items. Bring insect repellent when you go on backpacking trips in Michigan in May. In June in Arizona, bring sunblock. What you need to do is think about the specific conditions for the time and place of your trip.

If you take regular backpacking trips, then make your own list. It?s not fun if you have a friend telling you ten miles down the trail that he?s allergic to bees and forgot his medicine. There are less worries with a little planning and you will also have a better trip.

Serious Facebook hack lands UK student in prison

LONDON (AP) ? A British student who stole sensitive information from Facebook's internal network was sentenced to eight months in prison Friday in what prosecutors described as the most serious case of social media hacking ever brought before the country's courts.

Prosecutor Sandip Patel said that Glenn Mangham, 26, had hacked into the social networking giant's computers from his bedroom in the northern England city of York and stole what was described as "invaluable" intellectual property.

"He acted with determination, undoubted ingenuity and it was sophisticated, it was calculating," Patel told London's Southwark Crown Court ahead of sentencing Friday. He added later: "This represents the most extensive and grave incident of social media hacking to be brought before the British courts."

London Chief Prosecutor Alison Saunders echoed Patel's description, saying in a statement that Mangham's actions were "extensive and flagrant." It was not immediately clear exactly what he stole, although Saunders said that no personal user data had been compromised.

Scotland Yard said in a statement that the breach had occurred "over a short period of time" in April of last year. The court was told that Mangham had obtained the information after hacking into the account of a Facebook employee while the staff member was on vacation.

The police statement said that Facebook Inc. discovered the breach in May and alerted the FBI, who traced the source of the attack back to Britain. Scotland Yard's e-crimes unit raided Mangham's home on June 2.

The software development student pleaded guilty on Dec. 13. His lawyer, Tony Ventham, described Mangham as an "ethical hacker" who saw the stunt as a challenge ? and stressed that his client had never tried to sell the stolen data or pass it on to anyone else.

"This is someone who in previous times would have thrown everything aside to seek the source of the Nile," Ventham said. "He was in his own world, his own bedroom, his own mind, his own project and certainly his intention throughout was to contact Facebook in due course when he had rectified their problems."

But while Judge Alistair McCreath accepted that Mangham had not tried to profit from his crime, he said that the defendant's actions still had "very serious potential consequences" which could have been "utterly disastrous" for Facebook.

"This was not just a bit of harmless experimentation," McCreath told Mangham. "You accessed the very heart of the system of an international business of massive size, so this was not just fiddling about in the business records of some tiny business of no great importance."

The Palo Alto, California-based Facebook said in a statement that it applauded police and prosecutors' efforts in the case, adding: "We take any attempt to gain unauthorized access to our network very seriously."

The company, which boasts some 845 million users worldwide, recently filed papers for its initial public offering at the beginning of this month, putting it on track to price its stock in May or June.

Facebook is expected to be valued at $75 billion to $100 billion.

China leader-in-waiting Xi woos and warns U.S. (Reuters)

DES MOINES, Iowa (Reuters) ? China's leader-in-waiting Xi Jinping received a warm welcome in the U.S. heartland on Wednesday, moving from Washington and talks on contentious international issues to Iowa, where the Chinese vice president was hailed as an old friend and a boost for billions of dollars in agricultural trade.

Before leaving Washington, Xi offered deeper cooperation with the United States on trade and security, citing Iran and North Korea, but called on Washington to heed Beijing's demands on contentious "core interests" such as Tibet. Xi is almost sure to become China's next president in just over a year.

Xi joined Iowa Governor Terry Branstad for a state dinner attended by several hundred business and government leaders, and was feted with a meal including Iowa-raised pork tenderloin, Angus beef and a soybean and corn salad.

Iowa is America's largest producer of corn, soybeans and pork, and China's appetite for all three is growing rapidly. Branstad invited Xi to Iowa to tout the state's agricultural riches and reconnect Xi with Iowans he had met during an agricultural trade trip in the 1980s.

Xi laid out his views on ties with the United States in the keynote speech of his visit to Washington before heading to Iowa.

His message was dominated by reassuring vows of more balanced economic ties and more international cooperation. But he also stressed Beijing's impatience with U.S. policies on Taiwan and Tibet - issues on which many Chinese citizens expect their leaders to show they will stand up to foreign pressure.

"The world is currently undergoing profound changes, and China and the United States face shared challenges and shoulder shared responsibilities in international affairs," Xi said in a meeting in Washington with U.S. business executives, academics and policy-makers involved with China.

"We should further use bilateral and multilateral mechanisms to enhance coordination between China and the United States on hotspots, including developments on the Korean peninsula and the Iran nuclear issue," said Xi.

Xi will finish his U.S. trip with a visit Thursday to Los Angeles after finishing his stop to Iowa.

SOYBEAN SALES

Xi said on Wednesday he enjoyed his time in the Midwestern state, both in 1985 and this week. He described Americans as "honest, warm hearted, hard-working, friendly" and said there was a "tremendous reservoir of goodwill" between the Chinese and American people.

The value of American-Chinese agricultural trade ties was underscored when Chinese soybean buyers traveled to Des Moines to announce they would buy more than $4 billion in U.S. soybeans this year.

All told, the Chinese are expected to sign deals to buy a record amount of U.S. soybeans - some 12 million tons - this year, officials said. U.S. corn and pork sales are also on the rise to China.

"We are proud of our mutual beneficial trading partnerships with China and Iowa farmers are proud to harvest safe and reliable agricultural products for use by the people of China," said Branstad in a toast at the state dinner.

Branstad echoed comments of other U.S. and Chinese officials this week in saying that he hoped Xi's visit this week would foster and "even deeper friendship" that would benefit both countries.

Xi's visit to the United States this week has given him a chance to boost his international standing before his likely promotion to the head of China's ruling Communist Party later this year and president in early 2013.

His offer to work with Washington on solutions to conflicts with Iran and North Korea was welcomed as a possible balm to U.S. worries that Xi (pronounced like "shee") could take foreign policy in a more hawkish direction.

And the enthusiasm shown for U.S. farm goods, dear to the Asian economic giant as its rising middle class demands more and higher quality food, struck a promising chord with Americans. Several Chinese delegations shadowing Xi this week visited such U.S. agricultural giants as Archer Daniels Midland and Pioneer Hi-Bred International.

Still, friction remains. Xi this week stressed Beijing's impatience with U.S. policies on Taiwan and Tibet - where Beijing fears its claims could be undermined by Western pressure.

"History demonstrates that whenever each side handles relatively well the issues bearing on the other side's core and major interests, then Sino-U.S. relations are quite smooth and stable. But when it is the contrary, there are incessant troubles," he said.

Washington should "abide by the one-China policy and take concrete actions to oppose Taiwanese independence," he said.

'ACTING PRUDENTLY'

"We also hope that the United States will truly implement its recognition that Tibet is part of China and its vow to oppose Tibetan independence, acting prudently in issues concerning Tibet," he added.

Tensions over Chinese control of Tibet have flared in past months when a succession of protests and self-immolations have exposed volatile discontent. Chinese officials have blamed those tensions on separatists or supporters of the Dalai Lama, the exiled Buddhist leader of the region.

In early 2010, the Obama administration's decision to move forward with proposed arms sales to Taiwan triggered vehement criticism from Beijing, including warnings of sanctions against U.S. companies involved in the sales.

Xi acknowledged the Obama administration's recent strategic "pivot" towards Asia, which will see a more mobile U.S. military presence, but warned Washington not to push too far.

"China welcomes the United States playing a constructive role in promoting the peace, stability and prosperity of the Asia-Pacific region, and at the same time we hope the U.S. side will truly respect the interests and concerns of countries in the region, including China," said Xi.

For his part, President Barack Obama this week took aim at China's trade policies, saying he will not stand by when American's competitors "don't play by the rules.

Members of Congress pressed Xi on China's detentions of human rights activists as well. House of Representatives Speaker John Boehner's office said his staff delivered a letter on the case of Gao Zhisheng, a dissident and human rights lawyer imprisoned in China. The House speaker also expressed disappointment at China' veto of a U.N. Security Council resolution on Syria.

Many U.S. lawmakers also complain that China's yuan currency is significantly undervalued, giving Chinese companies an unfair price advantage that helped lift the U.S. trade deficit with China to a record $295.5 billion in 2011.

U.S. Treasury Secretary Geithner said on Wednesday that Beijing is letting its currency rise, but not quickly enough.

"LONG-TIME FRIEND"

Xi, 58, is poised to become China's next leader after a decade in which it has grown to become the world's second largest economy while the United States has fought two wars and endured the deepest recession since the Great Depression of the 1930s.

There were a few protesters outside the Iowa state capitol Wednesday, but Xi's arrival in Iowa was largely celebrated. An estimated 650 business and government leaders attended the dinner for Xi.

Calling Xi a "long-time friend," Branstad said his visit was a "historic opportunity."

"So many Iowans are pleased that a man we befriended those many years ago, has risen to such a position of prominence and respect in the great nation of China," said Branstad.

Xi spent Wednesday afternoon visiting the small town of Muscatine, Iowa, to reunite with townspeople he had met on a trade trip to the state in 1985 when Xi was a mid-level government official in the pig-farming region in Hebei.

On Thursday morning Xi will visit an Iowa soybean farm and help kick off a U.S.-China agricultural symposium hosted by U.S. Agriculture Secretary Tom Vilsack in Des Moines.
